Does this signal that they're threatened by a competitive technology, like Bitclout, or that they recognize the importance of attracting and retaining micro influencers/creators in driving engagement on their platforms? 

Both for sure! Unfortunately, they have a hill to climb now with earning the trust of creators again, and so even if they value them now...they didn't value them when they had them and that's why these new platforms are threatening. They are properly incentivizing from Day 1.
