AN END TO BALLOT COUNTING IN SECRET

**HOW DOES IT WORK?**


The 1st paper Ballot A is counted any way your precinct wants, but this alone is dangerous since nothing can be verified in a vacuum.

Therefore the 2nd Paper Ballot B is counted and verified by each voter checking their anonymous ballot on a Public Ledger found on the Internet (or your town hall).

If the set of ballots ( A & B ) do not match, then error and/or fraud are immediately exposed and may be corrected by recounting the physical ballots.

By publishing the matching 2nd Ballot B on the Internet, with a unique and anonymous ID number, the voters can verify and have the ability to report errors if necessary. Reporting errors do not change the results. But may lead to a revote. (read on...)

If recounting the 1st set of ballots does not fix the problems (if A does not equal B) then voters should demand a re-vote. 

When the election results of both ballots A & B are equal and the public is satisfied (with fewer errors than would change the outcome), then our TRUST in elections is restored!

Understand the process to vote using seeVote

INTRODUCTION

seeVote was developed to restore trust in our national voting system. Having FAITH that each ballot is recorded and counted in secret by a small hand-selected group of people is not the same as having TRUST by verifying your own ballot. Trust can only exist when voters can witness for themselves that their ballot was counted as intended after the polling stations close.

Currently, only a computer or a committee will determine the intent of each ballot's voter. Since all ballots must be anonymous there is no way to verify the ballots, detect errors, and/or corruption. seeVote recognizes that only the voter can verify their own ballot. No way around this fact.

Therefore, seeVote opens up its system to full public scrutiny and, at the same time, protects its voters from being associated with their ballot. seeVote encourages but does not require, each voter to take home a receipt of their ballot to compare it to the Public Ledger displayed at their town hall and from anywhere on the Internet. Much like our state-run lottery systems, trust relies on a lottery ticket (receipt) and the lottery drawing results are publicly displayed on live TV. Our Voting system should also insist on the availability of take-home receipts and public display of all ballots and voting results.


INTERNET VOTING VS. INTERNET DISPLAY OF BALLOTS

seeVote is not an Internet voting system. Internet voting systems are dangerous and can not retain anonymity, since a single machine would have to both recognize a valid voter and, at the same time, record the known voter's ballot. By definition, anonymous on a single machine using an Internet voting system is not possible without revealing the voter's ballot and, thereby, inviting coercion.

To protect voter anonymity, seeVote displays thousands of votes on the same webpage at the same time including Decoy Ballots. Since all the votes are displayed, no voter can reveal which ballot is their true vote, but at the same time trust that their ballot, by matching their numbered receipt, is correct and being counted alongside all other votes in their precinct. This is extremely powerful.



COERCION

Coercion exists when either the voter is rewarded for voting a particular way or by voting a particular way the voter avoids harm. The mail-in ballot, adopted statewide in Pennsylvania, for instance, encourages coercion since each ballot may or may not be filled out by its registered voter's will. Unfortunately, seeVote can not prevent coercion when state election systems include mail-in ballots. In any case, seeVote should be used to monitor these coercion-encouraging states and all coercion-free voting systems to immediately reveal fraud and/or errors in the final counting of all ballots.


**The solution is the voter's ability to create OPTIONAL Decoy Ballots (B & C).**

**Decoy Ballots are an optional step to protect the voter from coercion. In fact, because a voter's take-home receipt, MAY be of a Decoy Ballot, no Decoy Ballots have to be created at all.**

**This counter-intuitive mechanism is the spoiler to coercion and the security required to allow take-home receipts. (of their Ballots B & C)**

**Decoy Ballots are only placed in the Public Ledger Box. The Decoy Ballots (B & C) are created, optionally, by any voter who feels the need to protect themselves from being pressured to vote against their will.**

**Decoy Ballots consist of two matching ballots B and C (and their two matching receipts B & C). Each pair of Decoy Ballots has one Decoy Ballot C to counter-balance the matching Decoy Ballot B in the final count as it will show on the Public Ledger. By subtracting all the  ballots marked "C" from the total of all ballots marked "B", in the seeVote Box, will produce a tally equal to the tally of the final count in the TRADITIONAL Box**

IMPORTANCE OF MACHINE SECURITY

seeVote eliminates the need for "absolute" security since the method of seeVote's check-and-balance system by matching two sets of ballots exposes tampering immediately. This reduces the cost of machine audits before and after each election. The problem of all voting systems, without seeVote, is that no one can ever be sure that the ballots inside the "Black Box" have been corrupted. Nor proven that they have NOT been corrupted. This is solved by all voters seeing for themselves the totals in both sets of ballots match. No computer trust is required. By displaying all votes the need to secure each type of voting machine becomes less important. In other words, any machines used in the voting process, because of seeVote, can and will immediately reveal problems if the two separate ballot sets have mismatching totals.

**This is very powerful to reduce expenses and restore trust to people who may not understand computers, but will see the strength in matching ballots and verifying their own ballots anytime they want at their town hall or from anywhere on the Internet.**

Without the ability to corrupt the election, fraud will have a 100% failure rate. Discovering fraud may temporarily delay the final election results to force are revote, but inevitably a verified election is far more powerful than a speedy, unverifiable, and potentially fraudulent election as some fear without knowing for sure.
